Azerbaijan's Education Law of 2009 (Tehsil haqqinda) establishes the forms of education in the Republic — and home education (evde tehsil) and individual learning are among them (Article 13), within the framework the 2019 General Education Law carries forward. This is not a grey zone or a tolerated practice: it is a named, lawful form of education, and parents who choose it take on a defined responsibility — providing an education equivalent to the state's national learning standards.
The obligations: state standards and supervised examinations
The equivalence obligation has teeth, and honest planning treats it seriously.
