The model: egyeni munkarend, decided centrally since 2019
Since 1 September 2019, the old magantanulo (private student) status has been replaced by egyeni munkarend — an individual work schedule granted not by school principals but by the Oktatasi Hivatal, Hungary's national Education Office. The statutory test is twofold: the student's individual attributes or special situation must justify the arrangement, and it must be advantageous for the student's development and the successful continuation and completion of their studies. The classic grounds are elite sport, the arts, health, living abroad, and other justified individual circumstances — and grants run for a fixed period, renewable only with fresh justification each time.
The procedure: enrolment first, application by June 15
Active enrolment at the school where the student actually studies is a precondition — egyeni munkarend modifies a school relationship rather than replacing it. The application goes to the Oktatasi Hivatal on its own form, via ugyfelkapu or by post, by June 15 before the school year; later applications are possible only for newly arising circumstances, and incomplete files draw a completion call rather than a refusal. The 2021 Constitutional Court ruling: a real constraint on refusals
In early 2021 Hungary's Constitutional Court held that the Oktatasi Hivatal may refuse egyeni munkarend against the parents' wishes only where the arrangement genuinely does not serve the child's best interests. It is a meaningful, family-side constraint on a centralised system — and worth knowing before anyone tells you no. Families with well-documented, child-centred applications apply from strength.
The obligations: osztalyozo vizsga, twice a year, and the two-strike rule
A student on egyeni munkarend is exempt from all compulsory lessons; the parent is responsible for preparation; behaviour and diligence go ungraded. In their place stands the osztalyozo vizsga: grading examinations in every subject at half-year and year-end, at the enrolling school, in Hungarian — with the half-year sitting waivable by the director's decision, which is standard for families living abroad (year-end only). The framework's edge is the two-strike rule: if the student twice fails to appear through their own fault, or twice fails the requirements, compulsory education can only be met by school attendance from the following semester. Softer than Austria's one-strike, no-retake model next door — and still a calendar we plan with complete seriousness, Hungarian-language preparation included.
What the dual track therefore means in Hungary
A Hungarian home education with international ambitions runs two curricula deliberately: the school's grade curriculum toward the osztalyozo vizsga, in Hungarian, and the Cambridge track toward IGCSE and A-Level. The overlap in mathematics and the sciences is heavy, so the genuine extra load concentrates in Hungarian-language subjects — which is why Hungarian preparation runs all year in our model, with the school's exam calendar mapped beside the Cambridge sessions from enrolment. The partial alternative is worth knowing too: the school director can exempt from specific lessons only, with exams in just those subjects — a lighter configuration that suits some supplementing families.
After sixteen: the fact that changes the plan
Tankotelezettseg — compulsory education — ends at 16 in Hungary. The A-Level years fall outside it entirely: a sixteen-to-nineteen-year-old may lawfully study full-time live Cambridge A-Levels with no permission, no grading exams, and no framework to satisfy at all. And the destinations bend back toward Hungary as much as away: Hungarian universities admit A-Levels and the IB through the national admission system, and the country's English-taught programmes — medicine at Semmelweis, Debrecen, Szeged, and Pecs above all — teach tens of thousands of international students already.
