New Zealand runs one of the cleanest homeschool frameworks in the English-speaking world — a free exemption, no curriculum mandate, and an allowance the state pays — with one reform underway that honest pages should mention. Here is the whole picture.
The exemption: s.38 of the Education and Training Act 2020
Compulsory schooling runs from 6 to 16, and home education runs on a per-child Certificate of Exemption from the Ministry of Education. The application is free, goes to the local Ministry office, and is typically processed in four to six weeks. The legal test is a quality-of-provision standard — the Ministry must be satisfied the child "is to be taught at least as regularly and well as in a registered school" — not a curriculum mandate: there is no required curriculum, no testing regime, and no parental qualification requirement. The application describes the child's needs, the educational approach, the curriculum and resources, and how records will be kept; the child remains enrolled until the exemption is granted. Around 10,800 students were registered home-educated in 2024.
The declaration — and the allowance the state pays
Twice a year, around April and October, the Ministry sends a declaration confirming home education is continuing. Returning it is a legal obligation — failure may trigger an Education Review Office review — and it also elects the Home Education Supervision Allowance: approximately NZD 770-800 per year for the first child, declining for siblings, paid twice yearly.
