North Macedonia is the country in this region where we have the least to offer and the most to explain — because the framework is strict at both ends. Here it is exactly, including the part that separates this country from every neighbour.
Primary: compulsory, school-based, and the parent's obligation
Under the Law on Primary Education, primary education is compulsory, and the parent or guardian is obliged to enable their child to fulfil that obligation. Parental-choice homeschooling is not established anywhere in the law. Teaching is delivered in Macedonian and, for communities that speak them, in Albanian, Turkish, Serbian, and Bosnian, with Macedonian studied by all — an ordinary and well-established feature of the system, and one that matters practically when a family is choosing subjects.
The home provision, stated factually
The law does provide for teaching at home, and it is regularly mistaken for parental homeschooling. For students who, because of greater health problems or chronic illnesses, cannot attend classes for more than three weeks, teaching is organised in home conditions or in a health institution, with the parent informing the school of the need. It is a welfare arrangement made by the school for a child whose circumstances require it — structurally identical to Croatia's nastava u kući and Serbia's equivalent provision, and, like them, not a pathway any provider should be steering a family toward.
The difference that matters most: secondary is compulsory too
This is where North Macedonia separates from every country around it. Croatia, Albania, Greece, Serbia, Bulgaria, and Slovenia each leave the phase after fifteen or sixteen outside compulsory education in one form or another, and our pages for those countries say so prominently because it genuinely changes what a family can plan. North Macedonia extended compulsory education to the secondary level, so no such opening exists here. We will not describe one. If you have read that A-Levels can be taken "outside the system" after fifteen in the Balkans, that is accurate for the neighbours and not for this country — and because the scope of compulsory education is exactly the kind of provision that gets amended, it is worth confirming the current position with the Ministry of Education and Science rather than relying on any provider, including us.
What that leaves: one honest configuration
