Homeschool laws & regulatory framework in the Slovenia
Slovenia is generous where most of Central Europe is strict, and strict where most countries are vague: home education is a right you exercise by letter, and then account for every single year. Here is the whole framework exactly.
A right, not a permission
The Basic School Act (Zakon o osnovni šoli) devotes an entire part to izobraževanje na domu and opens it with the right to education at home. That framing matters and distinguishes Slovenia sharply from its neighbours: Hungary, Slovakia, Austria, and Luxembourg all require someone in authority to say yes. Slovenia does not. Parents exercise a right; the school records it.
How it starts: a letter, by mid-August, every year
Parents notify the osnovna šola where the child is enrolled in writing, for each school year separately. The notification states the child's name, the place where the education will take place, and the name of the person or people who will teach. Parents are not required to justify their reasons, and the school issues no administrative act — no permission, no consent, no decision to appeal. The deadline has been brought forward to mid-August by amendment, and home education cannot be started mid-year, though the amended Act does allow interrupting it during the year to return to school. Confirm the exact current date with your school, since this is the detail that has moved most recently.
The standard, and the assessment that enforces it
What the law gives at the front door it takes seriously at the back. The child must attain at least an educational standard equivalent to the compulsory public-school programme, and their knowledge is assessed at the end of every school year by the school where they are enrolled — against the national curriculum, in Slovene. The reform equalising home-educated pupils with school pupils widened the range of subjects assessed, which increased the workload substantially for families who had planned around a narrower set. Home-educated pupils also sit the national assessment (NPZ), and the enrolling school issues the year-end certificate as a public document, noting home education under remarks.
The consequence — the part to plan around first
This is where Slovenia is stricter than its reputation. A pupil in grades 1 to 8 who does not succeed at the re-assessment must continue their basic education in a public or private school the following year. A grade 9 pupil may repeat the year or sit a resit. There is no negotiation and no partial credit for effort: the year is accounted for, and the family either passes it or returns to school. Any provider that describes Slovenia as an easy home-education country without mentioning this has read half the statute.
What that means for how we work here
It means the state calendar is planned before the Cambridge one, not after it. After basic school: the window
Osnovna šola is nine years, ending around the age of fifteen. Upper secondary — gimnazija or a vocational programme — is not compulsory. The A-Level years therefore fall outside the entire framework: no notification, no equivalent-standard requirement, and no year-end assessment. For a family that has spent several years planning around that assessment, the change at fifteen is dramatic, and it is worth planning toward deliberately: IGCSEs completed inside the framework, then a clean two- or three-year run at A-Levels feeding UCAS, the Common Application, and universities across Central Europe.
